New Milestone in CPC’s History

On November 11, 2021, the Resolution of the Central Committee of the Communist Party of China (CPC) on the Major Achievements and Historical Experience of the Party over the Past Century (the “Resolution”) was deliberated and adopted at the Sixth Plenary Session of the 19th Central Committee of the CPC. The Resolution makes an in-depth summary of the key achievements and historical experience of the Party’s 100-year history and draws up a holistic, grand blueprint for the Party’s commitment to steer the entire nation to the second centenary goal. It marks in the Party’s history a new milestone of major political, historical, and practical significance and will surely have extensive and profound implications.

  1. Third Historic Resolution

Experience should be observed and tested by practices in the current context. There are three historic resolutions adopted by the Party over the past century. The first is the Resolution on Certain Questions in the History of Our Party adopted at the seventh plenary session of the Sixth CPC Central Committee in 1945. It served to strengthen the solidarity of the Party based on Mao Zedong Thought and paved the way for the subsequent victory in the War of Liberation and the founding of the People’s Republic of China. From that moment, the Chinese people, as led by the Party, began to stand up. The second Resolution on Certain Questions in the History of Our Party since the Founding of the People’s Republic of China, adopted at the sixth plenary session of the 11th CPC Central Committee, set the basic line for the primary stage of socialism, laying an important foundation to the selection of a path of socialism with Chinese characteristics. It marked the success the Party made in the new period of reform and opening up in setting things right in all sectors. From then on China began to move into the fast lane of growing rich. And the Resolution adopted this time, the third one in the Party’s 100-year history, is seen as a mobilization for the new era when China is becoming stronger. Imbued with the same spirit as the two previous resolutions on historical issues while also reflecting the spirit of the times, the Resolution, a guiding Marxism document, serves as a guideline for the Party to achieve national rejuvenation on the journey ahead. Such three resolutions, though adopted in different periods of the past century, are instrumental in building a broader consensus and creating a brighter future by learning from history.

II. Establishing Comrade Xi Jinping’s Core Position on the CPC Central Committee and in the Party as a Whole and Defining the Guiding Role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era

There must be a main peak amid the majestic mountains. It is pointed out in the Resolution that the Party has established Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and defined the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and that this is of decisive significance for advancing the cause of the Party and the country in the new era and for driving forward the historic process of national rejuvenation. Establishing Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and defining the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era reflect the common will of the Party, the armed forces, and the Chinese people of all ethnic groups, and have a sufficient practical and theoretical basis. It represents the call of the times, the choice of history, and the aspirations of the people and will certainly provide an even stronger political guarantee of national rejuvenation.

III. Ten Clarifications

Work hard all the way through and go with the times. Based on the “eight clarifications” in the report delivered at the 19th National Congress of the Party, the Resolution further elaborates with “ten clarifications” on the core tenets of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.

Two more principles are made clear in the Resolution. This includes “upholding and improving China’s basic socialist economic system” and “ensuring full and rigorous self-governance as a policy of strategic importance for the Party”. The former highlights the latest achievements in political economics with Chinese characteristics, while the latter articulates the landscape, rich meaning, and requirements of Party building in the new era.

Moreover, the Resolution contains improvements to the “eight clarifications” outlined in the report of the 19th National Congress. An example of such improvements is that the eighth principle of upholding the CPC’s leadership as clarified in the report of the 19th National Congress is put at the top of the list in the Resolution to make it clear that the CPC is the highest force for political leadership. Therefore, all Party members must strengthen their consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership; stay confident in the path, theory, system, and culture of socialism with Chinese characteristics; and uphold Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and uphold the Central Committee’s authority and its centralized, unified leadership. What’s more, some new ideas are put forward. For instance, regarding upholding and developing socialism with Chinese characteristics, we need to promote national rejuvenation through a Chinese path to modernization; to address the principal contradiction facing Chinese society in the new era, we need to develop whole-process people’s democracy; and major-country diplomacy with Chinese characteristics aims to serve national rejuvenation and promote human progress.

Such ten clarifications reflect the CPC’s understanding of its endeavors to modernize the country’s governance system and capacity and significantly enrich the conceptual meanings of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. As a result, Marxism is adapted to the Chinese context through a three-step historic transformation which begins with Mao Zedong Thought, followed by the theory of socialism with Chinese characteristics, and then Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, taken as the Marxism of contemporary China and the 21st century, embodies the best of the Chinese culture and ethos in our times and represents a breakthrough in adapting Marxism to the Chinese context.

IV. Major Achievements in 13 Aspects

A man that never forgets where he started will not get lost on the journey ahead. The Resolution summarizes the achievements of development in the new era in 13 aspects: upholding the Party’s overall leadership, exercising full and rigorous self-governance, pursuing economic development, deepening reform and opening up, advancing political work, comprehensively advancing law-based governance, driving cultural advancement, promoting social advancement, spurring ecological advancement, strengthening national defense and the armed forces, safeguarding national security, upholding the One Country, Two Systems policy and promoting national reunification, and bolstering the diplomatic front, whereby the original concepts and thoughts are highlighted. These strategic thoughts and innovative concepts, with an entirely new perspective, deepen our understanding of governance by a communist party, the development of socialism, and the evolution of human society. They represent the latest achievements in adapting Marxism to the Chinese context.

Compared with how the summaries are given in the report of the 19th National Congress, the Resolution is structurally improved by elaborating on the achievements of self-governance in two separate sections on the Party’s overall leadership and its rigorous self-governance respectively, on the achievements in advancing democracy and the rule of law in two individual sections on political work and law-based governance respectively, and on national security in a separate section instead of as a subsection in that for social advancement, and incorporating more opening-up achievements into the section on what has been achieved for deepening reform. This structural improvement helps present the achievements and transformation made on wider fronts and highlight the Party’s leadership and national security, thus providing a more comprehensive overview of the extraordinary economic and social achievements the Party has scored in the new era. It summarizes the original ideas, innovative practices, breakthroughs, and landmark achievements.

The Party’s endeavors over the past century have fundamentally transformed the future of the Chinese people, opened up the right path for achieving rejuvenation of the Chinese nation, and demonstrated the strong vitality of Marxism. Its endeavors also have produced a profound influence on the course of world history and made the CPC a forerunner of the times. This is the CPC’s historic contributions to the Chinese people, the Chinese nation, Marxism, the cause of human progress, and the development of Marxist political parties.

V. Ten Points of Historical Experience

Experience guides for the future. The historical experience of the Party is of fundamental and far-reaching guiding significance. The Resolution summarizes such experience in 10 aspects: upholding the Party’s leadership; putting the people first; advancing theoretical innovation; staying independent; following the Chinese path; maintaining a global vision; breaking new ground; standing up for ourselves; promoting the united front, and remaining committed to self-reform. These 10 points represent valuable practical experience the Party has gained on its century-long journey and they are intellectual treasures created through the joint efforts of the Party and the people. They provide an answer to the question of our age, namely “why the Party was successful in the past” and “how it can continue to succeed in the future”. They are the very reason why the Party has always been able to seize the historical initiative and the source of the Party’s inviolable strength. They will serve as sound guidance for the Party in leading China’s future development.

The remarkable achievements scored and the good practices in self-governance and state governance gained by the Party over the past 100-year journey will provide useful experience for those countries that aspire to development while desiring to truly maintain their independence. Bearing the people in mind, the Party has never stopped its efforts to ensure the wellbeing of the Chinese people and pursue the great rejuvenation of the Chinese nation. With a global vision, it also has worked hard to push for human progress and a more harmonious world. China and Sudan are strategic partners with sincere friendship and common interests. China stands ready to scale up cooperation with Sudan on various fronts and promote a deeper exchange of good practices in state governance between the two sides. This will enable both countries to achieve shared progress.
