Russia Declares Sudan’s Sovereign Council the Country’s Highest Legitimate Authority at UN Security Council,Voices Support for New Prime Minister Kamil Idris

Russia has officially affirmed before the UN Security Council that it recognizes Sudan’s Sovereign Council as the highest legitimate authority in the country. In a briefing during a Security Council session on Sudan, Russia’s Permanent Representative, Mr. Vasily Nebenzya, stated: “It is essential that the Sudanese people feel that Security Council members respect and trust their sovereign decisions. We must not infringe upon them. Instead, we must support stability in Sudan.” Mr. Nebenzya emphasized the protracted nature of the armed conflict in Sudan, noting that while the Sudanese Armed Forces have launched several initiatives, threats to civilians and civilian infrastructure persist, particularly in the north of the country.
He highlighted that the Sudanese army currently holds the initiative on the ground, having fully regained control of the capital and expanded areas of relative security in the east and parts of the south. “No externally imposed solutions can succeed in Sudan,” he said. “There are local solutions already on the table, most notably the political roadmap proposed by the Sovereign Council. It is a plan worthy of support and is already in motion.” Mr. Nebenzya welcomed the appointment of Dr. Kamil Idris as Prime Minister and wished him success in his role, stating that the key to sustainable solutions lies in “strengthening Sudanese institutions and ensuring their resilience.”
He warned that any attempt to undermine these internal efforts would be a direct threat to Sudan’s unity, territorial integrity, and sovereignty. He further asserted that “any peace initiatives that do not include Port Sudan have no future.” Addressing the humanitarian situation, Mr. Nebenzya remarked: “There has been no tangible progress in fostering a constructive climate between Sudan and certain neighboring states. Sudan is facing outbreaks of disease, acute food shortages, and a lack of adequate humanitarian support.” Russia, he added, fully supports the efforts of UN Secretary-General’s Personal Envoy Ramdane Lamamra in swiftly advancing peace and stability in Sudan.
