On June 19 local time(Dubai, United Arab Emirates), the Middle East Liaison Center of the HBS Hainan International Media Center was officially unveiled at the China Pavilion at Expo 2020 Dubai. As the first overseas regional hub established by Hainan International Media Center (HIMC), this Center marks a significant milestone in the international outreach of Hainan Free Trade Port. It also brings fresh momentum to China-Arab media cooperation.

More than 50 guests attended the event, including Mr. Xian Yi, Deputy Consul General of the Consulate General of the People’s Republic of China in Dubai; Mr. Shahab Abdulla Shayan, Regional Director of the Asia Pacific Region, International Operations of Dubai Corporation for Tourism and Commerce Marketing (DCTCM), part of the Department of Economy and Tourism (DET); Mr. Wang Lei, Deputy Director, Hainan Broadcasting Station; Ms. Salama Al-Suwaidi, Director of Dubai Radio; Mr. Mohamed Beiji, Deputy Editor-in-Chief of China Arab TV; Prof. Amer Fakhoury, Professor of Public International Law, American University in the Emirates (AUE); Prof. Mohamad Firas Alnaeb, Head of the Strategia Center for Studies in Dubai; Mrs. Zhao Liyan, Chief Representative of the China Council for the Promotion of International Trade (CCPIT) Representative Office in the Gulf Area;Mr. Fu Yongmei, Chairman of UAE Hainan Chamber of Commerce and Association, as well as representatives from over 20 major media outlets in the UAE.

Mr. Xian Yi, Deputy Consul General of the Consulate General of the People’s Republic of China in Dubai, said in his remarks:“As the Belt and Road Initiative continues to deepen, China-Arab relations are entering a new phase of opportunity. Hainan Province, as a new highland of China’s reform and opening-up, plays an important role in advancing China-Arab cooperation.”He further emphasized:“The establishment of the Middle East Liaison Center of the HBS Hainan International Media Center marks another significant milestone in the development of China-Arab friendship. It demonstrates the active role Chinese media are playing in telling the story of a community with a shared future for mankind. This initiative holds great significance for deepening media cooperation between China and the Arab world, and for promoting cultural exchange. We hope the liaison center will grow into a vital bridge connecting China and the Arab nations,enhancing mutual understanding and friendship between our peoples, and contributing to the further development of China-Arab relations.”

Mr. Shahab Shayan, Regional Director of International Operations, Asia Pacific at Dubai Department of Economy and Tourism, said in his remarks,“China has always been one of Dubai’s most important tourist source markets. The launch of the direct flight between Dubai and Hainan Province has significantly enhanced the convenience of cultural, tourism, and business exchanges between the two regions.” He also noted that the establishment of the Middle East Liaison Center of the HBS Hainan International Media Center will serve as a bridge for bilateral cultural dialogue, content co-creation, and people-to-people exchanges. He expressed hope that both sides will further deepen their partnership in tourism, business, and investment. At the same time, it is expected to create more in-depth cooperation opportunities between Hainan Province and the Arab region under the framework of the Belt and Road Initiative.”

In his remarks, Mr.Wang Lei, Deputy Director of Hainan Broadcasting Station stated that “We are committed to making an open China a source of greater development opportunities for the world. We fully recognize that deepening cooperation, strengthening bonds of friendship, and promoting mutual understanding between civilizations call for innovative forms of expression. To this end, we will devote ourselves to developing the China-Middle East Liaison Center. We will ensure that the center fully leverages the strengths of media collaboration, achieves meaningful breakthroughs in overcoming cultural differences and communication barriers, and becomes a strong, effective bridge for China-Arab information exchange and cultural dialogue.”

中阿卫视副总编辑哈迪在致辞中表示，在中阿关系深化、“一带一路”及海南自贸港建设背景下，中阿合作已拓展至多领域。信息融合时代需要真实报道与跨文化叙事，期待未来与海南广播电视总台通过联合制作节目、互派记者、共建平台，共同提升中阿故事传播力，为中阿友谊添新活力。
Mr. Mohamed Beiji, Deputy Editor-in-Chief of China Arab TV, noted in his remarks that China-Arab cooperation has expanded across multiple sectors amid deepening ties, the Belt and Road Initiative, and the development of the Hainan Free Trade Port. He noted that in today’s era of media convergence, there is a pressing need for authentic reporting and nuanced cross-cultural narratives. He expressed his anticipation for future collaboration with Hainan Broadcasting Station through co-producing programs, reciprocal journalist exchanges, and joint platform development. He believes such efforts will enhance China-Arab communication and further energize bilateral friendship.

揭牌仪式上，海南广播电视总台与中阿卫视现场签署战略合作协议，双方首批合作项目将围绕海南自贸港在制度创新、产业开放、贸易投资便利化以及海南与阿联酋的合作成果等，以节目互播、内容共创、渠道共享等形式，重点面向22个阿拉伯国家和地区受众，增进中东地区乃至全球受众对海南自由贸易港建设进程的了解，为中阿友好关系和中阿命运共同体建设增加“新亮点”。
At the unveiling ceremony, the Hainan Broadcasting Station and the China Arab TV signed a strategic cooperation agreement on site. The first phase of their collaboration will center on key topics such as institutional innovation, industrial openness, trade and investment facilitation in Hainan Free Trade Port, as well as the outcomes of cooperation between Hainan Province and the UAE. Through program exchange, joint content production, and shared distribution channels, the partnership aims to engage audiences across 22 Arab countries and other Arab regions, enhance understanding of the development of Hainan Free Trade Port in the Middle East and beyond, and contribute new highlights to China-Arab friendship and the building of a China-Arab community with a shared future.

在同期举办的海南自由贸易港中阿媒体沙龙上，海南广播电视总台副台长王雷、中阿卫视副总编辑哈迪、阿联酋美国大学国际关系学教授阿米尔·法胡里博士、迪拜战略研究中心主任菲拉斯·阿尔纳伊布博士等与会嘉宾围绕中阿合作、媒体交流，与阿联酋国家通讯社、迪拜媒体集团、《海湾报》等20余家迪拜当地主流媒体展开对话交流。
The Hainan FTP China-Arab Media Salon was held concurrently with the unveiling ceremony. Participants included Mr. Wang Lei, Deputy Director of Hainan Broadcasting Station; Mr. Haddi, Deputy Editor-in-Chief of China Arab TV; Dr. Amer Fakhoury, Professor of Public International Law at American University in the Emirates (AUE); and Prof. Mohamad Firas Alnaeb, Head of the Strategia Center for Studies in Dubai. They engaged in discussions on China-Arab cooperation and media exchanges with more than 20 major local media outlets in Dubai, including the Emirates News Agency (WAM), Dubai Media Incorporated (DMI), and Gulf News.

阿联酋美国大学国际关系学教授阿米尔·法胡里博士表示，阿联酋不仅是中东海湾地区重要的的贸易、航运、金融枢纽，也是共建“一带一路”倡议沿线的重点国家。依托海南自贸港的建设，海南致力于持续扩大开放，吸引外资，这与迪拜的发展理念高度契合。随着中阿两国关系的日益深化，两国媒体肩负着讲好中阿友好故事的使命，期待双方媒体密切沟通，加强合作，创作更多符合双方受众喜好的精品力作，助力两国全面战略伙伴关系提质升级。

Dr. Amer Fakhoury, Professor of Public International Law at American University in the Emirates (AUE) stated that the United Arab Emirates is not only a vital hub for trade, shipping, and finance in the Gulf and Middle East region, but also a key country along the Belt and Road Initiative. With the development of Hainan Free Trade Port, Hainan Province is committed to continuously expanding its openness and attracting foreign investment. This vision aligns closely with Dubai’s development philosophy.As China and the UAE continue to deepen their relations, media from both countries bear the important responsibility of telling the story of China-Arab friendship. It is hoped that media outlets on both sides will maintain close communication, strengthen cooperation, and create more high-quality works that appeal to audiences in both countries.
These efforts will help enhance the comprehensive strategic partnership between China and the UAE. Dr. Muhammad Firas Al-Na’ib, Head of the Strategia Center for Studies in Dubai emphasized that Chinese President Xi Jinping’s Belt and Road Initiative has provided clear direction for the long-term and stable development of China-UAE relations. China and the UAE each have their own development advantages, and Hainan Province and Dubai share similar regional characteristics. As a key front for China’s high-quality development and opening-up, Hainan Province and Dubai can engage in practical cooperation across various fields such as trade, investment, tourism, and the green economy, complementing each other’s strengths and sharing resources. It is hoped that the media of both China and UAE will serve as a bridge, strengthening the ties of cooperation and promoting mutual understanding between the peoples of the two nations.

At the event, various outstanding programs produced by the Hainan Broadcasting Station were presented, including “FTP Plus”, HBS’s flagship one-on-one interview program; “Harmonize Hainan”, a global music live show; “Slow Road to Hainan”, a documentary co-produced by China and foreign partners; “Ambassador’s Dinner Party”, China’s first reality show about ambassadors’ lives; and “Soaring Through the Ocean”, a marine ecology documentary. These programs provided a vivid demonstration of the progress and multifaceted appeal of the Hainan Free Trade Port to guests and Arab country audiences.

自2023年以来，海南省代表团两次访问阿联酋，有力推动双方在油气化工、数字经济、能源、医药、旅游等领域的产业合作。在此背景下，海南与阿拉伯国家的投资合作不断拓展升级，展现出全方位、多层次的蓬勃态势。在贸易领域，近三年来，海南与阿拉伯国家联盟货物贸易额年均增幅均超30%，2024年已突破240亿元。合作版图的拓展不仅体现在贸易数据上，更直观地反映在人员往来与民心相通上。2024年以来，海口至阿布扎比、迪拜的直飞航线先后开通，构筑起8小时直达的“空中丝路”。航线的开通与加密，叠加海南自贸港免签政策，有效带动阿拉伯国家游客赴琼旅游显著增长。与此同时，以绿色为纽带的农业与生态合作，成为深化友谊的新亮点。阿联酋向海南赠送的2.5万株椰枣树苗在文昌扎根繁育，而儋州茄子、三亚黄秋葵等海南农产品也成功端上中东家庭餐桌，生动诠释了从“一粒种”到“一条链”的价值跃升。基础设施的“硬联通”也正持续转化为更深层次的制度与产业“软连接”。洋浦港与阿布扎比港建立姊妹港关系，以此为重要支点，撬动双方在数字贸易、航运金融等新兴领域的深度合作，推动“自贸朋友圈”合作内涵不断走深走实。
Since 2023, the Hainan Provincial Delegation has paid two visits to the United Arab Emirates, significantly promoting bilateral industrial cooperation in sectors such as oil and petrochemicals, digital economy, energy, pharmaceuticals, and tourism. Against this backdrop, investment collaboration between Hainan Province and Arab countries has continued to expand and upgrade, presenting a vibrant trend of comprehensive and multi-level development.In the field of trade, over the past three years, Hainan Province’s goods trade with Arab League countries has maintained an average annual growth rate of over 30%, surpassing 24 billion yuan in 2024. The deepening of cooperation is evidenced not only by robust trade statistics, but also by enhanced people-to-people exchanges and a solidifying foundation of mutual understanding. Since the beginning of 2024, direct flights from Haikou to Abu Dhabi and Dubai have been launched, establishing an “Air Silk Road” –an 8-hour direct travel time. These routes, combined with Hainan Free Trade Port’s visa-free entry policy, have significantly boosted the number of Arab tourists visiting Hainan. Meanwhile, agriculture and ecological cooperation, with a focus on green development, has become a new highlight of deepened ties. The UAE’s gift of 25,000 date palm seedlings has taken root and been cultivated in Wenchang, while agricultural products from Hainan Province such as Danzhou eggplants and Sanya okra have made their way onto dining tables in Middle Eastern households. All these demonstrate the value leap “from a single seed to an entire value chain.” Infrastructure-based “hard connectivity” is also translating into deeper “soft connectivity” in systems and industries. The sister-port relationship established between Yangpu Port and Abu Dhabi Port serves as a strategic pivot point for deeper cooperation in emerging fields such as digital trade and maritime finance, continuously enriching and solidifying the practical outcomes of Hainan Free Trade Port’s growing network of international partnerships.

未来，海南国际传播中心将依托中东联络中心，将该联络枢纽打造成海南自贸港对接全球市场、特别是中东新兴经济体的媒体支点，提升海南国际知名度，推动中东和海南在项目投资、跨境贸易、国际旅游、人文交流等多领域的进一步深化往来，为“一带一路”倡议和中阿友好关系注入新的活力，助力自贸港高质量发展。（完）
In the future, the HBS Hainan International Media Center will rely on the Middle East Liaison Center to develop it into a key media hub connecting Hainan Free Trade Port with global markets, especially emerging economies in the Middle East. This initiative is designed to raise Hainan Province’s international profile and foster stronger ties between Hainan Province and Middle Eastern countries across a wide range of sectors, including project investment, cross-border trade, international tourism, and people-to-people exchange.
