Since the treacherous, cowardly, and terrorist invasion that erupted on April 15, 2023—led by the insurgent terrorist militia formerly known as the Rapid Support Forces—Sudan has been plunged into a multi-layered existential war. This war far surpasses the conventional concept of military conflict; it poses a comprehensive threat to the very fabric of the state, its society, and its future.
At this critical stage, generic speeches and political painkillers are no longer acceptable. What is required is a declaration of a state of utmost emergency and total mobilization, not merely as a legal formality, but as a doctrine of governance and a mode of management. What Sudan is going through now is a struggle for survival and the preservation of state institutions and national achievements. This demands exceptional tools, radical solutions, and full mobilization of resources and national will.

First: Saving Livelihoods (Bread Before Rhetoric)
The priorities of any national plan must start from the ground, not the offices. People are hungry, forcibly displaced, living in absolute chaos, and struggling for access to water, electricity, medicine, and a tiny fraction of other essential services.
Therefore, we propose the following:
1. Establish a central operations room to manage vital resources, operating with full transparency under the direct supervision of the valiant Sudanese Armed Forces and representatives of national grassroots initiatives within the country.
2. Launch the project “Bread First”:
An emergency relief program to ensure a minimum supply of food and medicine, with absolute priority given to besieged, conflict-affected, and devastated areas.
3. Immediate exemption of all food and medicine imports from customs duties, coupled with strict on-the-ground oversight to prevent smuggling and hoarding.

Second: Reforming the Collapsed Executive Apparatus (Building a State, Not Witnessing Its Collapse)
The war has exposed the fragility of the state’s executive apparatus, from localities to sovereign ministries. An immediate structural reform is required based on the principle of national competence, not quota-based power sharing.
1. Dissolve all inactive local committees, and replace them with field-level national emergency committees composed of civil and military leadership.
2. Evaluate the performance of ministers and executive directors, and dismiss anyone proven to be negligent or corrupt in the past months.
3. Form an Emergency Wartime Executive Government: A lean, crisis-focused administration tasked with resolving livelihood issues, founded on integrity and transparency, and operating under a clear, time-bound strategic roadmap.

Third: The War Has Evolved — Sudan Is Now Facing Strategic Drone Warfare Targeting Core Infrastructure
What we are witnessing now, in the form of intensified drone strikes on government facilities, and the destruction of vital infrastructure such as power grids, water networks, and hospitals, is a qualitative shift like the war. This is no longer an insurgency—it is an external terrorist attack with internal instruments.
1. Redefine the rules of engagement:
The military leadership must declare that this has become a cyber and technological war, necessitating the development of a drone deterrent and counter-drone capabilities.
2. Open the door for Sudanese youth specialized in software and artificial intelligence to participate and contribute.
(The survival of the state depends on holding fast to its institutions—foremost among them the valiant Sudanese Armed Forces.)
3. Declare all infrastructure to be protected under the Emergency Law, and treat any threat against it as an immediate emergency response case.

Fourth: Restoring Confidence — The Sudanese People Have Proven Their Steadfastness and Unwavering Commitment to a Singular, Noble National Principle: “One Army, One People”
Therefore, we propose the following:
1. Effective emergency service plans to meet urgent needs.
2. Daily broadcast of strong, decisive messages under the guidance of the High Military Command and relevant agencies, to crush misinformation, false propaganda, and psychological warfare.

Sudan stands today at a defining and exceptional moment. From the womb of catastrophe, a mightier, more dignified nation can emerge—if the decisive, fateful choice is made. It must begin with an unambiguous declaration of maximum emergency and full national mobilization, followed by the launch of a unifying national plan that revives Sudan’s proud and resilient spirit through its steadfast and unique institutions.
Behind the President—until the last treacherous insurgent terrorist is crushed without mercy.
