Uganda launching the ICGLR Certificate introduced as part of the implementation of the Protocol Against the Illegal Exploitation of Natural Resources, one of the protocols of the Pact on Security, Stability, and Development in the Great Lakes Region. The goal was to ensure that the minerals exported do not contribute to armed conflict or the degradation of human rights.

Uganda becomes officially the 5th Member State in the issuance of the Certificate after the DRC, Rwanda, Burundi, and Tanzania.
